The Spanish government said an agreement was reached with the 3G license holders in Spain to speed up the implementation of 3G in the country.

The Ministry of Science and Technology has reduced financial guarantees required to deploy 3G networks to ease investment conditions in Spain.

The four 3G operators - Telefónica Moviles, Vodafone, Amena and Xfera - is now required to provide guarantees of only €1.31 billion and not the intended figure of €6.5 billion.

The four operators agreed to increase their 3G investments by 20% next year to €1.464 and also promised to have limited network services by the second half of 2003 and full commercial service by mid 2004.

Spain awarded 3G licenses in March 2000 with each of the four operators paying $111 million. Operators were required to offer 3G services by August 2001under the original conditions of the licenses.
