Spain's leading mobile operator Telefonica Moviles, Germany's T-Mobile and Telecom Italia Mobile are reportedly on the verge of forming an alliance to cooperate in the development of wireless services.
The move would be a smart one for Europe's second-tier mobile operators, allowing them to compete with mobile heavyweight Vodafone. According to industry sources, the alliance will be structured to provide customers with seamless services and tariffs across Europe.

Vodafone has the strongest European footprint, with operations in each country with the exception of France. This allows Vodafone users preferential rates across the mobile giant’s network. Vodafone has also invested heavily in ensuring an identical user experience across its markets, meaning its customers dial the same codes to access voice messages and other services.

If this alliance goes ahead, it will threaten Vodafone’s dominance. It is understood the three operators also want to introduce "preferential roaming", meaning that those customers who travel overseas will automatically roam on to the networks of operators within the alliance. Currently, many users travelling abroad find they roam on to the network with the strongest signal.

A preferential roaming agreement would starve Vodafone and other operators which were not members of the alliance of lucrative revenues.
