Online tax filing in Chile, Latin America’s most advanced country in terms of Internet use, is increasing, with 70 per cent of Chilean businesses electronically filing USD 650 worth of sales each month, according to Forbes. During 2003, almost 70 per cent of Chilean firms and self-employed individuals filed their taxes online via a government web site, versus just 40 per cent in the US. This unusually high use of electronic government services was accelerated by the fact that 37 per cent of Chilean homes with PCs, have high-speed (broadband) Internet access and the country has 1.4 broadband connections per 100 people.
Greater use of online payment services by Chileans is entirely feasible in light of the government’s push to request enterprises to issue electronic receipts, and to double the number of government online forms to 350 by 2006, Forbes reports. Since Internet users with high-speed service are more likely to use online forms, Chile’s government is using the Internet to modernize, and suppliers are complying with a mandate that government purchases of over USD500 be made online. Despite this, the government has not yet set up a dedicated network for its services, which could cost USD 100 million, but deliver solid cost savings.

While just 15 per cent of taxes are filed online across the border in Argentina, Chile’s government is maximizing its online push by requiring state agencies to streamline their procedures for online use. By this means, the government, which now spends USD 70 million per year on telecoms, stands to save 30 per cent of this total from consolidating networks and achieving greater efficiency, according to Forbes. Going forwards, government agencies could conceivably add electronic payment and reconciliation functions to optimize their supply chains and resolve invoices against authorized payments and other data.
